Try joining your server via its internet IP and not via a LAN IP.
You can find your internet ip here https://www.unrealsoftware.de/usgn.php?s=ip (if the server is running in the same network - which seems to be the case)
The other issues are most likely caused by wrong/missing router/firewall settings and/or because you're testing from within the same LAN.

I already tried to tell you what to do:
You should try to connect via the internet IP. You automatically have one and I even told you how to to get that IP.
Your server may also have issues to communicate with the USGN / internet properly. See the links I posted for details.
