Try this:
menu(id, utf8.convert(*menu_content*))

It just prints the literal value of the UTF-8 thing, I obviously tried that.

Mami Tomoe: It is really weird it does that. I see no magic stuff going on for other functions where this used when I look at the code. I suggest you consult EngiN33R.

Note that 
menu has no hint supports UTF-8, unlike print which has.
So it's most likely not possible. Only DC can tell.
