Disallow a user to create two topics with under 30-60 seconds in-between their creation date.

It is.
Because people wait more than 60 seconds or something like that.
The main question is: are double threads really such a big problem for an extra technical solution? Happens once a month or something like that. Rare enough to just have a mod close it.

A minute isn't enough in my opinion. Why not something like 5 min. or more?

It happens when people use the back button in their browser history after that time. Most browsers nowadays ask you if you want to re-submit the data. Either people don't understand that, don't care or just just have old browsers which don't ask before submitting the very same data a second time.
Would be pretty easy to fix. Actually I would only have to check for a duplicate topic in the right place (I already do but it's at the wrong place) but yes, not a huge problem.

To avoid recent SEO spams: Wouldn't it be a good idea to disallow posting links for new accounts? Let's say, the first 10 posts are not allowed to contain links to anything apart from unrealsoftware.de/*?

Yes, I already considered it. It's not happening too often so it's easy enough to just delete the stuff but if it continues/increases I will add additional protections and limitations.
Add button at each post to copy post, ready for quote when posting a reply. It's annoying when I want to quote multiple people (like in
Get player count JSON) where I have to press "quote", copy-paste the contents, back, find another post, rinse and repeat.

http://www.cs2d.com/help.php?hookcat=all&hook=clientdata#hook lacks information about the mode parameter. I feel like this got deleted somehow because I remember it was there.

Masea: I believe the modes are here: https://www.cs2d.com/help.php?luacat=all&luacmd=reqcld#cmd
When you go to an older version of your link using web archive it says the same, so nothing was deleted.

@
Alpha Beta: Too right. But it would still be wise to put them in there too, or just reference the
reqcld.

People just shouldn't change their names THAT insanely often. It would be better and less confusing for everyone.

Xirot: it was actually work to implement this name change restriction. I implemented it for reasons. Calling me lazy because I don't remove something that I want to have on this page it is utter bullshit and a cheap attempt to provoke me.
§5.1 - Show good behavior and simply don't be a stupid asshole
Also you're wrong with what you're saying. This is my website. If I don't want people to change their names all the time then I can enforce that rule. I still think it makes a lot of sense to have that rule.

Xirot: You must be an asshole judging and provoking the website creator like that.

Consider sending Strict-Transport-Security header when the site is visited under HTTPS so browsers can remember that the site should be visited under HTTPS, avoiding unnecessary redirect from http://www.unrealsoftware.de to https://www.unrealsoftware.de everytime.

Begone.
Regarding the servers posted in the U.S.G.N. site, I have found the way you check for a server to be quite ineffective.
How about this:
Ping a server every 30 seconds, if the server reports offline, ping it every 2 seconds for 10 seconds, if the server doesn't respond, wait another minute and try again, if the server still doesn't respond, remove it from the server list.
