I think the most cruel of them is "FEAR 2"

cruelty doesnt mean much blood, and the way how the ragdolls react is almost realistic
but if you want gory cruelty:
aliens vs predator: the way how the predator humiliates humans is pretty brutal (and cruel)

i don't think its cruel , but nothing is , but again , SSH has alot of killing , and you can keep doing it until it seemed like as if you killed the entire population of earth
The environmental executions are really brutal.
