It's supposed to be a simple flat place to test stuff, and it's a SII bug.
this is by no means a bug but something that can be done in the editor very easily by simply raising the map border above sea level.
it has been done many times before as can be seen e.g. in this map:
Die Abenteuere des Jerks, Kapitel I[V. 2.0] (10) (dont worry about the german texts, it doesnt have much story to it anyway).anyone who should need such a test map could just make one himself in less than 30 seconds and the result would probably be even better than this since he'd use a bigger map to begin with. the problem with this map here is that you used 16x16 for the size of the map which means that although the map looks endless the area in which stuff can be placed is actually very limited.
